Alright Lightroom Users! Question

I am new to LR, as I have the LR 3 beta. I am fairly new to photography myself (since July), and would like to know how to do the Color Splash, if that is even what you call it. Black and White photo with a certain attribute highlighted in its original color.
Can LR do this or do you have to have photoshop or some other program?

I don't know if Lr will do it. Lr 3 might, but I haven't downloaded that yet. It's typically done in Photoshop using layers and/or history brushes. Maybe Lr3 has that capability now???

do you have photoshop elements...if so it is very easy.

Photoshop Elements? First I have heard. I will search it.

I would use LR for general batch processing and file handling, and PS for specific images.
