I have both types of video cameras; one with a hard drive and one that uses the mini DV tapes, which video making program is best to use with each type of camera?

Like with a video camera itself, defining "best" depends on what you're trying to get out of it. Programs like Adobe Premiere CS4, Sony Vegas, Final Cut Pro, etc. are full feature programs that will edit a full length feature film if that's what you want to accomplish. However, ease of use, price, computer specs, etc. might dictate that another program might better suit your specific needs. Each of those programs have an "express" version with more limited capabilities, but also somewhat more affordable. Just make sure whatever program you use will handle capturing minDV tape (most should) AND whatever format your hard drive camera encodes (.mpeg3, .mov, h.264, AVCHD, etc.)
