Yessir, the closures around Cleveland have all opened up now. I took 99 this morning from 59 over to Hardy. From what I understand from co-worker this morning, 99 at 45 is open but HEAVY traffic...
You might be better off on Hardy toll road. As far as I know, tolls are waived so if you don't have a toll tag, it's no problem. It's open all the way in to 1960, Beltway, and even to 610...Comment
