Maybe young but would you cull a no brow tine deer? I have no history with this place because it's a new lease for me. I have about 15 different bucks on camera as of right now and he is the only one so far with no brows.

No, I would not "cull" him. Especially not at 2 or 3 yrs old. I have pivoted my thinking on low fence to just let em get old, and then make decisions.
I don't think he will pass 12". I was in a similar situation last year with a 3.5 year old cull. I decided to wait on culling him until I had enough pictures of him to make a good call on if he was 13" or not....he ended up being 13.5".
I don't understand hunters obsession with finding young bucks to "cull". Let him grow. Probably just a two year old. Will likely always be lacking in the G1 department, but I wouldn't be surprised if he grew them later in life.
No way I'm shooting a deer that young, I have seen deer lose and also add brows before. You never really know what a deer will do unless you let them get some age
