I think he is 13in but not much more. I think his bases are 13in though if that helps! They literally meet in the center of his head and come all the way past his eye.

If he's under 13", the only way you'd get a ticket is if you hauled him all over town taking pictures. No GW would ticket you for that unless you backed him into a corner. Sure hope you get him.

Hand corn 300yds from a feeder. Zero pics at the feeder. 1000 pics a day in the handcorn and literally all day long. Lots of does and young bucks coming to the feeder.
