I killed a buck a few years ago with a lump like that. He had a hole under his tongue and it was full of food material (grass, grain, etc.)

Our goats get a lump under their jaw if they get wormy, have heard like WBA2000 of it being a pocket full of stuff, could be infected tooth, abscess of some sort, etc

Probably not life threatening though

Hopefully he gets rid of it and pulls through he's a good up and comer and would be a good deer in a few years.
