About 1/3 of this 1 acre plot looks like this and Was loaded up with quail so I am considering only planting the other 2/3 of this plot and leaving this stuff for cover. Would that be a mistake as far as planting goes. Would it compete too much with the oats and clover?

I would not Roundup that grass if it were me. I would try to shred it if I could and overseed it with my mix. It will go dorment this winter after a freeze and the cool season plants will grow just fine.
