Another vote for the EZ mini 
Yes you need to put wraps on before you fletch if the wraps go back to the nock. I have seen a few people put a shorter wrap in front of the fletching too if you want to go that route. Still think I would wrap them prior to fletching with either method as it is easier to roll them on with no fletching.
Get you an old neoprene mouse pad, lay the wrap on it sticky side up and just roll the arrow across the wrap, easiest way I know to put the wraps on
