I have not seen anything on the archery market to use as a shim for 3rd axis adjustments on a sight that is not equipped with 3rd axis. Anyone have any suggestions on what would be the best material to use as a shim?

not sure exactly what you may be talking about but I have used some nylon washers from home depot as shims...

Shim stock, walk into any auto parts or nut & bolt supply and ask for Shim Stock. it will come in several different thickness...
