No, do not do that. You’re talking about foundation grade concrete going over your actual service line.
Driveways and such are built over main water lines on a regular basis, but those lines are usually heavier grade and buried deeper than you service line likely is. Plus, main lines are the responsibility of an entity (city, county, utility district, etc) whereas you would be responsible for the repairs on the line servicing your structure.
Build the addition as sketched, but only after having your service line re-routed.

Depend on two things. How old is the line and how old you are. If you're old like me it will be someone's else problem when it breaks. I had the same thing as you last year and I rerouted the line around the new addition and took lots of pictures and notes where the new lines run. Pictures last longer than my memory.

Yes they do. But you have to remember that you took the pictures and where you put them.
I would slab over it. No need to dig it up unless it gives trouble. No harder to re-route it later than it is now, and it's pretty doubtful it will ever give any trouble. The part under the slab will be better protected than it is now.
