Actually, Venezuela did have a 2nd Amendment right to own firearms. They were persuaded over a period of time to give them up to more and more restrictive laws in the name of child safety, specifically to stop school shootings. First it was decrease capacity, increase registration requirements, background checks with more disqualifying attributes, increase the age requirements, red flags, ...
