What country did these decision makers grow up in that they hate it so much?

I wouldn't be surprised if there wasn't plenty of other professions that the government does this. Heck off the top of my head I can think of gas stations/convenient stores. Foreigners are given a nice loan/handout to come over here and start a business instead of an actual citizen.
