My first question would have been, "where the hell did the State get the hay to distribute in the first place?" They dang sure didn't grow it, and they didn't have it in "strategic reserves", so WHERE??? IF the hay was distributed, someone made a LOT of $$$ when they sold the hay to the State for them to "distribute"... Same always holds true, follow the money!

I know it’s kinda off point but have always wondered why we don’t have every inmate from every jail/prison out policing trash in the ditches. Right behind crew picking up trash should be more inmates cutting and bailing the endless amounts of hay growing in every grassy bar ditch. Keeps our roadways clean and utilized a resource that the state just pays companies to go shred twice a year anyway.

Many years ago, the TDC was the only corrections facility in the nation that was completely self sufficient... It generated enough revenue and produce to support itself... THEN the ACLU got involved and now we can't use prison labor for such things... It violated their "rights", you know, the rights that these same thugs violated when they killed their victims, but now they're all poor victims themselves... go figure!
