New Per Mile Tax on its way

Here's the kicker - will it only apply to federal highway system or all public roads?
And, this will hurt the poor a bunch. A BUNCH. In my community the majority work wage jobs and drive an average 30 miles one way. The closest town is 10 miles and there are only a handful of jobs there.
This isn't about the "infrastructure". It is about the greenies. The environment. And in 5 years we will all look back and wonder where the h. e. double L did the money go because there won't be anything to show for it. Just like "rural broadband". Twenty years later and we still have NO system and NO plan in place to get affordable broadband to rural communities. Backwoods Africa is more connected than our rural areas.

People that live paycheck to paycheck, which is a huge % of America, are gonna really suffer for sure.
As to broadband, what is affordable?
It's available in most rural areas(speaking of Texas), and growing by leaps and bounds with the exception of extremely remote areas here and there.
I mean we don't even have 100% cellular coverage, and we're 20 yrs into that industry, with trillions having been spent to get to where we are.
Also this isn't something easily remedied, without it costing billions/trillions to service a relatively small group of people, when you're talking about the US as a whole.
The closest we've gotten, is Elon(starlink), and it is still in beta, but shows a lot of promise.
