I've seen numerous threads here on tbh over the years about good local gun shops closing & don't recall any concern about the 4473's being turned in...is this not common knowledge??
I changed my FFL from a DBA to a LLC and the IA initially requested the old 4473's but reconsidered due to name change only...some day I'll surrender my FFL & go through the same as will every FFL.

I guess this is a way to double check and have a backup file of who bought a gun from Walmart. It is sensible that they don't want to be responsible for the records so dumping them on the ATF is a easy out for Wally World folks. Turning them over to another FFL would delay the inevitable sausage making process but as you noted they already have any info they need to trace weapons bought from a licensed dealer. I did subscribe to the guys channel as he was pretty logical and forthright in his presentation style..........i can do without the RAMBO types that keep their hair on fire 24/7!

As I understand it sorta. When the NICS is performed they are given name, SS# and either handgun, long gun or other. No information about the gun is relayed at that time.

This is not a local law, but an ATF rule. If you buy more than 1 handgun during a 5 consecutive day period, then the dealer is required to fill out a form 3310.4 . Copies of that form are required to be sent to the ATF, your local law enforcement agency where the sale occurs, and one copy is kept with the 4473. There is no requirement for rifles or shotguns.
There is a multiple sales form for certain rifles ( AR, AK, any semiautomatic rifle that accepts detached mags) that must be filled out and filed with the ATF, but only for certain states that border Mexico. This was a Fast n Furious legacy rule and is set to expire Jan 31 2021.
