I’ll admit, I’ve never really studied the 25th A.... but doesn't it layout the path already? Section 4 permits the VP & 2/3 of Congress. So what is that “committee “? How is this committee constitutional?

I think it probably is this, preparing for Kamala to take over for Biden should he win, as well as to take away anything positive Trump can do the last month here.
