After watching all of these proven felons continually skate, and go un-charged, I'm not sure how any member of the general public could let themselves be arrested without an all out brawl or worse...

The political top of the country steal millions upon millions, change documents, hide documents and many other high charges and nothing. Yet the guy guy gets a DWI gets drug through the ringer and is out money out of his own pocket. ( I do not condone drunk driving) it was the first thing I thought of.

I see it every day. The people spending thousands out of their pocket to fight in court. If they can not pay, the county will hire the defense council which falls back on the tax payers. These appointed defense councils bill for everything and over charge. I know of many that are not prepared for trial but are charging counties 20k a month ( for multiple appointments) to not be ready and reset and bill some more.
