It isn’t that the swamp refills each election cycle. It’s that it is a swamp and no matter how much fresh water you add to it, it becomes stagnant and swampy. The swamp must be subjected to habitat change. Any other solution still leave it a swamp. Drain it, but you cant stop there, once it is drained, it must be dredged, and reformed.
