He is asking if this is the first time that the federal government has limited people to the size of gatherings or has instructed businesses to close.

Maybe not to this scale, and possibly not the Feds, but in the late 80s when gang violence was raging and crack was sweeping the nation, local governments were restricting the size of groups on the streets.

I know in California, no groups of 4 or more were allowed to congregate together. Other gang rich cities like little rock, Chicago, St. Louis and Miami had the same restrictions.

I'm not sure all this we are experiencing right now is necessary, but we will deal with it I guess.

My Grandmother says in her 94 years in Texas she’s never seen anything like it. I did hear a story that just before 1900 there was a similar shutdown but not sure if the reasoning for it.

The 1918-1920 H1N1 flu, more commonly known as the Spanish Flu caused American Public Health Assoc issued statements prohibiting “unnecessary gatherings of people,” including saloons, dancehalls, theaters and funerals.

Philadelphia ignored the prohibition and threw a parade to celebrate the end of WWI and caused thousands to become ill.

I keep hearing how this is unprecedented. It’s not.

Having said that, I think most of what we are seeing today is unnecessary. We will pay for it the rest of our lives

We will certainly be paying for it the rest of our lives, but as to whether it is unnecessary, that's still an open question in my mind. With a bubble of just 3mm US cases and a hospitalization rate of 3%, which appears to be a very optimistic number, we will totally overwhelm the ICU system of the country. I don't know what the ramifications of that collapse would be and whether they would be a short term or long term problem. The tact we have chosen will definitely have long term consequences, but the other options have significant risks as well. Looking at all the risks there appear to be no good options.
