    I don't follow. Are you saying that those costs don't apply to other payroll deductions? Are you saying that the payroll deduction for union dues is somehow different that those other deductions? I'm pretty sure all the enrollment stuff is handled by union staff, not city staff, and the payroll software already used by the city has a deduction function already programmed into it for other types of deductions. I don't understand your statement.
