Someone in the state system has to write code to setup payroll to pay someone to make sure new officers get enrolled properly. Someone has to take calls when more than the allotted amount is deducted. Someone has to be budgeted to hire and vet the people who manages this system.

I don't follow. Are you saying that those costs don't apply to other payroll deductions? Are you saying that the payroll deduction for union dues is somehow different that those other deductions? I'm pretty sure all the enrollment stuff is handled by union staff, not city staff, and the payroll software already used by the city has a deduction function already programmed into it for other types of deductions. I don't understand your statement.
