Was it a scam? Absolutely. Can it be prosecuted as a crime? Maybe. There are gonna be hundreds if not thousands of examples of this.

Can you explain the scenario where it wasn't a scam?

I can see a scenario where Endeavor, the non profit saw a new opportunity with the migrant housing program, followed the rules to be ready to receive, but never did. It turned to fraud when they kept requesting additional federal funds. Ultimately I hold the feds responsible for not being more judicious

Form 990 is not hard to find online on the irs website. Would be interesting to see what the non profit execs are paid.
