Id say No too.
Close by what you can actually see in the pictures you posted but close scrutiny can tell the antlers are just inside the outer tip of the ears.

I let a really nice tall tinned deer that was at least 3-4 years old walk last season because of same issue. His rack was heavier than those in your pics.
He was mature but not legal. My buddy(also lease president) seen him too.
We both couldn't call it a legal deer. Hopefully he survived the neighbors and coyotes he will show up again this year.
