I'd buy one pop up like a carbon venture. You can get it off ebay for around 100 delivered. Then, when I hunted and found a spot I wanted a more permanent blind, I'd build a cattle panel/carpet blind for that spot and move the pop up to another spot. etc.
If you want to keep the cost of the carpet blind down, go find some old carpet that they put out on the side of the road and use that. It won't last as long as the indoor/outdoor, but it'll be free.
I've had one at my Road Feeder for 7 seasons. I've patched the roof once and replaced the roof this past season, but other than that, it's like the energizer bunny, it just keeps going and going and getting deer and turkeys killed.
A brush blind is OK and I've spent many hours hunting from them, especially when you use the reed stuff to fill in the gaps, but there's no scent help from them and I'd tend to go with an enclosed blind.
