If your RPM's keep going up and it does not speed up, it is either the clutch or tranny.

appreciate all the responses - small update
Drained all fuel and put fresh gas in it - she revs to the moon in neutral so that should alleviate all the fuel pump/filter/injector concerns (knock on wood)
Pulled the belt and she looks like this - hopefully i can get the image to attach. Looks glazed but not as bad as the ones ive seen in the past with clear burn marks. have a new one on order. anybody know how to tell if clutches are shot? plan on cleaning them up before i put new belt on regardless

Belt doesnt look bad really. I would hang on to it for a spare. Front clutch should spring in and out. You can grab it with your hand and make it spring in and out to make sure it travels smoothly. Make sure all the weights etc seem to be in place. A visual inspection will tell you quite a bit on it.
The back one is spring loaded as well but i cannot remember which way they travel. They can freeze up. I think you should be able to take a bar and push or pull on the back plate to see if it travels as its the one that springs in and out i believe. Beyond that they have to be taken out and apart to see whats frozen or wore on them. They can be taken off buy just undoing the bolt in the center.
The Front one requires a puller which is about $15 on amazon.
