I used to hunt New Mexico in the Lincoln national forest years and years ago when you could just buy tags over-the-counter, I realize things changed and it went to a lottery system based on points and a drawing. My question is if a guy add access to private land to high would he be able to buy a mule deer tag over the counter as a non-resident?

I think you're asking if you have a permission on private can you just get an OTC tag..
The answer to that is NO. There are no OTC tags for non residents.
Best option is to apply for the tag, if you draw you'll pay the state price. Deadline is the 3/22/23.
If you don't draw you can always buy the landowner tag. Also be aware of what landonwer tag you are purchasing. NM has unit wide landowner tags and property specific land owner tags. Some tags might only be good for one specific property in that unit, and may not include every piece that's in his name.

They way I understand it now is they have done away with OTC, and now its just a fourth choice option on your application. The fourth choice is basically saying you accept any tag from the quadrant you selected. I could be wrong but I don't see anything about OTC for nonresidents on the NM game website.

There's no OTC in NM for deer, elk or pronghorn.
You can apply through the lottery which has no points.
If you go the land owner route you're buying a voucher from the land owner allowing you to purchase a tag from the state.
As stated above, you must ensure you're buying a ranch only or unit wide tag. The unit wide tag will typically cost more. It allows you to hunt more ground (public) or private within at unit if you have permission. Additionally a LO must open his ranch to the public if he offers a UW tag which is a big reason you won't see many.

Private–land Only Deer Licenses
To hunt on private land only (except in Units 2A, 2B, 2C, 4 and 5A listed below),
hunters must obtain a private–land only deer license and carcass tag—available online,
by telephone, from license vendors or at NMDGF offices. Online and telephone
purchases must be made at least 14 days prior to the hunt start date to allow mailing of
tags (see page 9), unless the E–Tag option is chosen. When obtaining a private–land
only deer license, the hunter must select a hunt code which corresponds with a deer–
draw hunt code for the unit, bag limit, sporting arm type and season date. If the hunter
is a nonresident and selects a corresponding deer–draw hunt code designated as quality
(Q) or high demand (HD), she/he must purchase a quality deer license. Hunt codes for
units without corresponding public-land draw hunts are listed on page 48.

Our company had a ranch in unit 31 until it sold this past year.
I just bought a tag and hunted the property in the season I selected.
I could not hunt anywhere but the private we owned.
