My concern wouldn't be that the deer might get shot, but more what having those neighbors backing up to my large property might bring. IE: trespassers. I'd leave it low fence, clean up the area that will border your new neighbors and keep some cameras out there to keep an eye on things. Also, while houses are being built and all that, you might have people take advantage of land they know no one currently lives or hunts on and they may wander onto your property.
Deer will be deer. No need to high fence it.

No reason to build a fence until you start seeing the numbers or quality go down.
Just because there's smaller tracks around you doesn't mean every place is going to shoot it up. Even if they do start dividing it up how long before people are actually out there using and hunting the land. My guess would be 3-5+ years. Half the people buying these small tracts have big dreams, but will sell out before building anything.
