Question on vehicle lights.

I was going home yesterday and a Jeep got behind me. It had those headlights with the colored rings around them (which I think are as stupid as putting neon bulbs on your CB antenna). What got me to wondering was, they were red. I thought there was a law stating no red lights visible from the front of a vehicle.

Technically illegal, just like the one I saw the other day with multi colored LED stick lights on the back bumper. Imagine fiberglass CB antennas but with color changing lights the whole length. Popo got better things to do I suppose, not that it's hurting anything. Now don't get me started on the other jeep light fad: The bright light bar turned on 24/7...
