If you were to start looking at the best place to hunt a animal out of state, where would you look at? Elk cow, mule deer or antelope. What state do you think would give the best chance at drawing and harvest success or otc and harvest? Don't really care about killing a bull or monster muley, just meat.

I would hunt private land in New Mexico or Colorado.
But tons of options out there. Really depends on what you want and how far you want to travel. Can hunt public land Mule deer in Idaho, Montana, Wyoming, Nebraska, Colorado pretty easy since your not worried about killing a trophy.
Tags can be had over the counter in some states. There are regions with pretty much guaranteed draw.

mikey for meat hunts Wyoming offer reduced price cow elk licenses; doe deer and doe antelope for reduced price also.
They are all a random draw and do not use or take PPs.
Most doe deer will be for WT doe not mule deer. Doe pronghorn will yield you about 25 lbs of meat or so.
Some WT buck tags could be drawn with 0 PPs I believe also.
