It is a legal principle in Latin meaning, the specific over the general. If there are two laws applying to the same situation, the specific law rules.
So no matter the law on using aircraft for hunting, there is a specific law allowing it for hog hunting.
Another example using hog hunting in Texas as an example of lex specialis, even though state law says that you need a hunting license no matter what you were hunting, there is a specific law that allows hunting of hogs without a hunting license.
