I don't know what chip you are talking about. Is it some kind of monitoring device because of the traffic in that area or is it just to regulate the speed or what?

It's a performance chip that "unleashes" the power that the manufacturer hides from you.
They work WELL on Ford and Dodge diesel trucks.

It is a "performance" chip..... makes the truck run "great" and allows better gas mileage. That's my description. I'm sure someone can give you the techno description. But bottom line.... it makes the truck GO, without any hesitation, when you hit the pedal

Chips or power programmers are not nearly as effective on gasoline engines as they are on diesels.
