Also orifice was replaced, both shops said it’s getting cold and the components in the engine bay are sweating and water coming from evaporator, fan clutch pulling plenty of air clutch is engaging as it should. One did say maybe the blend door isn’t sealing but it goes from hot to cool not cold .

My '99 put out cold air.

As the truck aged I had to put a shut off valve on one heater core hose and close it during the summer. The hot water didn't turn off properly and it heated up the cold air going through the box. I also had to take a shim out of the clutch when it stopped working at 200k+ miles.

Coder air orifice tube, be prepared to feel the difference
Took my truck two different mechanics to fix my a/c in my truck and I was disappointed in how it was cooling, I decided to replace every thing myself, even the hoses and it will freeze you out. The temperature coming out of the vents is about 26 degrees, ice on the lines under the hood sweating.

Also when changing the A/C components especially the compressor use Ford oem parts

Nothing like throwing expensive parts at a problem hoping one of them might be the magic bullet.
Unless it was leaking there is little chance the evaporator needed replacement.
There is little chance the condenser needed to be replaced if it was not physically damaged and the compressor did not frag and send debris through the system.
If the accumulator under the hood is COLD then the evaporator is going to be cold too.

Since you replaced the blend door actuator and had no improvement, you may be dealing with a broken heater door letting the air coming from the heater core to mix with and warm up the cold air from the evaporator.

Take a look at this info and video

The blend door is responsible for the hot and cold air mix going in your Ford F-250 or F-350 Super Duty's cabin. Here is how to replace i...

First shop, took evaporator and tried to clean the fins. It was cooling but was intermittent so after cleaning it and not making a difference he replaced it along with the compressor with new parts. I was looking through the internet and saw that video on fixing the blend door. I’m just looking for a way to test it before cutting into the blend door. The temp control changes from hot to cool but it maybe that it’s not closing all the way????

Very simple to ck blend door for lack of cooling. Stop flow of coolant to heater core. Your truck may have a heater control valve as some of these trucks did. Ck temp of heater hoses entering the firewall. If both are of equal hot temp, then the heater valve may be bad. If heater core is hot due to flow of coolant it will cause this problem on some vehicles. A manual shut off valve can be installed in line going to core.

If you can get pressure readings at high idle speed, I will walk you thru some other problems. Too much oil in system will elevate pressures slightly and cause cooling problems. With this much work, it would be easy to have too much oil in system.

If this is a diesel, ck for debris between intercooler and radiator. Don't assume the radiator face is clean just because the heat gauge has remained close to normal.

Pressure readings are very important to diagnosis. Actual temp of lines and components are also very important. Use a contact thermometer, not one of the so called death ray guns. Too much under under hood for accuracy.

Will ck back with you Sat evening.

If you take out a clutch shim when not needed, the gap can be too close and cause new clutch failure. Min gap is about .015.
