Why would it be shuttering when trying to come up on plane? Fuel filter cleaned and fuel/water separator is brand new. Fuel/oil pump 3 yrs old.

Not familiar with outboard motors. So are you saying the jets need to be replaced to a high speed jet?

He's telling you the jets in the carb are clogged. Needs to be rebuilt or cleaned.

They also will shutter when it's got a problem and goes into limp mode ,it's meant to let you know it needs to be repaired ,last one was a impeller job ,new impeller replaced but they didn't get everything , would run but go into limp mode, we tore open and cleaned it , hope that helps

You might check your float..
