    Colorado OOS licenses....

Haven't applied in some years, but wth is a qualifying license? I read it to mean I have to buy a small game license (or something) + habitat stamp at ~$100 to be able to put in for a deer license? Not sure I'm about that life. Do other western states do the same? Why don't they just say it costs $100 to put in for a tag?

Once you buy the Small Game and Habitat Stamp the bonus is it's like $9 per for most species for a point or to apply. Then you only get charged the cost of the tag if you are drawn.

I would say it's a more popular than the old way, where you paid in full didn't get a refund for a few months if you weren't drawn. Of course, the odds were better back then since less people applied, so there is that.

You could always throw in the extra $30 or $40 and buy a turkey license and start on your slam.

Spent over $1,500 in New Mexico up front !
Will get a $$ return if not drawn minus the same small game and habitat stamp.
