I feel your pain. I had a cedar post that would wiggle. Ended up excavating and lifting the concrete covered bottom out and then putting the dirt back in. Man I want a tractor.

X2. Or you can try wrapping a chain low and use a high lift Jack. But my money is on they got concrete below.

Pretty sure 3pt has way more lift than loader and that is what I would try

200 might make renting a BIG backhoe economical versus pulling them with tractor 3pt
