The hilarious part is that the dumpers probably think the deer are actually repelled by this type of crap.. They aren't..

The hunting woods are completely full of arrogant, obnoxious, full blown morons...

First dumping dead hogs on their own property does not violate any hunter harassment law. Second who are you to tell someone else what they can or cannot do on their own property? Third at a hundred yard the smell cannot be that bad. It might be a mild inconvenience but it will not mess up the hunting. If anything it is just a good cover scent. Personally I think this is just a massive over reaction.

You are 100% correct about what is legal but its all about their "intention"...
Which neighbor is intentionally being the bigger A-hole?

How is this hunters harassments? A friendly convo with landowner to see if they can dump the hogs somewhere else would be my first action. And they very well can tell you to pound sand as its not your property to control.

I agree with John, not sure any laws were broken. I also think that the best thing to do is visit with the neighbor and see if you can talk it out. Where are you hunting, east or west of town? Do you think the landowners or lease hunters are the problem? How large is the tract you are hunting?
                            Adios,
