It has been a wonderful start to this glorious fall morning.

On my wife's way to work she was hit by an illegal. He had just been cited for no license yesterday and told he couldn't drive. Here he was back on the road. Thankfully the vehicle apparently had insurance. However, it wasn't too terribly.long ago that an unlicensed driver could not be insured. Has that changed?
