    What is it?

Ok I know somebody knows what this mystery thing is

    Also what is it worth

Saw it at an estate sale and the people conducting the sale didn't know what it was either

The short part is threaded and opens a slow to insert a wire (there were 2 and the other had a wire with alligator clip on it), the long part is about 14" long and telescopes out to about 10' and the wing screw tightens down on whatever you have it mounted to with the clip

It's called a pryotechmeter. We used them all the time. It's a way to detect static and other interruptions in electric, coax, cable and phone lines. It worked really good for the time period. You would just hook up an external power source and touch the line on the side. The one you pictured doesn't have the attachment that rests directly on the line. I've seen collectors offer 500 or more for them.

I'll have to agree with Uncle Saggy.

                      It’s obviously off an airplane.
