Confused on License Requirements

I'm pretty sure he needs the FDS, but the APH is not needed. I think the FDS is what was confusing as it is a different age requirement from the rest.

Only when he turns 16.

So, he is good for a youth license this year and next year. I don’t duck hunt so can’t say on the stamp. The APH should coincide with same as hunting license.
