What are these on my flatbed for hanging?

I assume these are for hanging some straps or something? I know 18 wheelers and such have hangers for those ratcheting tie downs but usually those have a box at the bottom.

I thought they were for chains and boomers. But I have been wrong before.

Put a milk crate underneath to hold all the slack and put both hooks from chains in the slots. Or boomers. Or neither so they don’t walk off

That’s what I was thinking... just always had seen the thing at the bottom for the chains. Didn’t know that’s what they were called. I use a lot of wimpy ratchet straps.
