99' Chevy Suburban-Mechanic Question

I bought a 99' suburban 4x4, 5.7 liter, automatic to make a ranch 4x4 with. It has 170k on it and seems to run good. I am not really familiar with Chevy's-When I shift to drive and go to accelerate it feels like it is starting off in 2nd gear. I can manually shift to low/1st and it drops a gear. Is this normal? If not, is there a solenoid to change to fix?

Really need someone who is familiar with the 4l60e to look at it, they are a bit of a differenct critter with some electronic and some manual controls. It may be a PCM issue.
