    Transformer cutout fuse probably blown. The power company probably got the primary power on in the neighborhood but your neighbors transformer fuse is blown. He needs to call and let them know for sure. It could be other things but this most likely.

      Is his service entrance on the house damaged? This could be pulled off the house or wires pulled out of meter base if limbs got on his service wire? If its overhead. If it is an underground service this would be ruled out.

        Visually check the fuse at the top of the transformer pole. If it is hanging down, it's blown and will require a lineman to come out and install a new fuse. I've seen where they "looked" good but were actually blown inside the barrel. Either way, call the power company. All of this info is for overhead lines. If it's underground, different procedure. Either way, call the power company. They are the only one who can fix it.

            Yep this.

            Most likely a transformer fuse. If it were a line fuse there would be many more than one house out.
