    It was done by cows or other animal's. I have seen exactly this in a couple of salt licks. They lick a small depression to get salt. Water pools in the depression and leaches salt out of the dirt. It dries up and then cows lick the salty dirt out. Repeat until a big ol tongue wont reach bottom. That's what it is without a doubt.

            there are round seismic hammers of all sizes but if there is no evidence of any equipment then aliens sounds just as good. Better than turtles.

                  The salt makes sense the swirl marks on the sides looks like something licking. If not that then I say lightning strike.

                      I've got an idea. Scoop a spoonful out of the hole and eat it. Does it taste like salt or does it taste like turtle pee? I had cows for years and never saw any holes like those around my salt block areas.
