Whitetail deer are not considered livestock in Texas - this includes breeder deer. They are a game animal.
Technically, he could be charged with felony animal cruelty for killing this dog. The dog is probably a stray, which is why it's looking for an easy meal and preying on fawns in the first place...so it's unlikely that anyone will miss it but folks should use caution advocating killing dogs for preying on whitetails on the internet. It's not actually legal.

Also, that dog is clearly starving. I can see his ribs well, and for a coat like that to see ribs is astonishing.
