OP, I think what most on here are saying is and correct me if I am wrong, but... you should take your lips (make sure you use some Chapstick first) and firmly press them onto the *** of the postal worker that tore up your private property and beg him to deliver your mail to your home. You may also try licking his boots.
Or, as some have mentioned, call every vendor in the USA and inform them that you are no longer getting mail from the USPS and that they should choose a private shipping company just for you because that is how it works right?
Call the congressman. When I was a Federal LE Agent a "Congressional Inquiry" was the worst and management would make your life hell if you got them involved in one. Also hit up the IG. Or do like others said and beg and bribe him to stop holding your property hostage or dumping it off at other locations for you to go find.
Oh and go get a rake and fix your grass, it looks like ****.
