Need help with a part....

I picked up a new cattle trailer last weekend and it has tie down spots on one side. I've reached out to the manufacturer and they haven't helped much other than, "Part# 104223... $111/ ea".

I'd assume it's an anchor point for a ratchet strap of some sort but I can't seem to find it online. Appreciate any help.

It's actually a 2012 model. The guy told me it was like new and he sure wasn't joking. If I were to order a new one it would be set up just like this one.

There's a place to hang panels on the side of the trailer and this is just a tie off point. Thanks a bunch guys.
