Illegal if the entire ranch is MLD. But ranches can easily be broken down or acres left out of the MDL part.
But sounds fishy to me. I'd probably do it if I needed to shoot a deer and if the lease manager signed a paper stating the area I hunted was not under MLD. But I bet he won't sign anything.
