        It’s traffic related for a study. Nothing to worry about unless you don’t want your road to have construction in the coming months/years.

                  Fed Gov spy sensor. It's an extremely sensitive piece of equipment. They are in Science Illustrated. They read the chip implanted in your Driver's Lic that you can't see on the surface. It's similar to a proximity badge. If you get with in 70 meters, no mater how fast you go, it will record your movements. That way, they can track you every where.



                  I can't wait every year for the Science Illustrated Swimsuit Issue of all the lady scientist with nerd glasses.

                      I don't know what it is, but I think I would, be a good citizen and put electrical tape over that hole up near the top. Just to make sure rain does not get in there. Whoever put it there, I am sure they don't want, whatever that thing is to get wet inside.

                              Car counters are usually pneumatic with hoses fastened to the roadway and as tires go over it, a puff of air rolls the counter. Then they do the math with four tires etc.

                              OP. It looks to be a sniffer of some sort. I have installed vehicle classification detectors, car counters, radiation detectors, street/traffic lights and toll collection systems. That looks nothing like the aforementioned.
