? On Hot Water Heater in a Mobile Home

Looked at one and the Water heater tank is in a back closet area behind a fastened panel. Looked under neath and see two pvc pipes hanging down. One looked 3/4“ size and other 1-1/4” size. I assume larger is connected to drain pan in case it leaks. Is the smaller pipe pressure release? I’ve only seen this in copper in standard home but wasn’t sure of what else it would be?
