I am dealing with this same issue right now. It is not fuel system related.

Power trim and tilt is all based off the 12v system. you have 2 possible issues. One is the relay for the system. Like other have said. push the switch if you do not hear a "click" then start there.

IF you do hear a "click" it is the motor for your system. You have to release the pressure and manually raise the motor. There is a motor that pumps the fluid to run the system.

That is your issue. You will need to pull the motor and test it.
There are youtube videos about it.

I have my boat in the shop right now having this fixed. 1K for the new motor and labor to install it.

And do a compression and spark test on all 4 cylinders. Not unusual to lose a coil.

You should be able to get a new motor for $250 or less, they aren't that hard to replace, or at lest the one I replaced. Sample below.

Visit MarineEngine.com for Evinrude Johnson OMC 5005376 - Tilt & Trim Motor And O-Ring TRM0039 price, stock and delivery options to order online.

                  Only for a few seconds....

On the tilt and trim....its a relay....I have already confirmed that....jumpered around the relay and it works just fine.....

                  carbs cleaned, fuel pump cleaned....

gonna replace the fuel hose and bulb.....might take lower unit off and check exhaust line

No need to check lower exhaust. Only thing that could happen there is someone put the bearong carrier in upside down.

I'm usually one that looks at it "if it aint broke, you cant fix it".

However, wouldn't hurt to drop the lower unit, while you are at it replace the water pump. While there, and I can't recollect which engine it was, think it's my 200 Ev Vindicator, its easy to get the exhaust tubes misaligned. If you have exhaust coming thru your prop hub, probably not the issue, but worth checking. And replace water pump, at least the impeller.

                        ....
Yes I have exhaust coming from it.... but I was told at atmospheric pressure it can over come it.....
When its in the water it has to overcome about a foot of head pressure...about 1#...hence if the exhaust tubes are plugged from carbon (its 34 years old) the exhaust cant escape the water pressure and backs up and chokes the engine out.....
                        IDK

The exhaust tube on that motor is almost as big as your wrist. It isnt going to clog.
