Try an Auto parts store. Probably won't be the kitchen type paper towels but paper towels non the less.

We have had luck at our local CVS. Most those stores receive one large freight truck per week. Ask one of the employees what day their truck comes in. Our store has a truck come by every Thursday evening. There's no issue getting TP and paper towels on Friday morning.
Costco is another good option if you have one nearby. They also do special senior hours a couple hours before regular opening time if you qualify. I also heard they are kind of lenient on that, especially if a lot of people are not there.

We were out for a while here in North Texas but seems like paper towels are making a comeback. Went to both Walmart and Home Depot today. They both had them. What I can't seem to find is napkins. No idea why I can't find napkins but that seems to be the last on the list of things to restock. Walmart had paper towels and toilet paper and facial tissue, but no napkins. Oh well. I'm sure somewhere someone's butt is raw from it
